A new bipartisan proposal in Congress could change how families apply for Social Security survivor benefits, potentially making the process easier for surviving spouses, children and dependent parents. The Survivor Benefits Application Modernization Act, introduced by Rep. Sharice Davids, a Kansas Democrat, and Rep. Gabe Evans, a Colorado Republican, would require the Social Security Administration (SSA) to develop online tools for people seeking survivor benefits. The proposal comes as millions of Americans receive Social Security survivor benefits. SSA data shows that 5.847 million people were receiving survivor benefits in April 2026, with an average monthly benefit of $1,625.56.

Under the proposed legislation, the Social Security Administration would have to create an online system allowing people seeking Social Security survivor benefits to schedule appointments. The bill would give the SSA 180 days after enactment to launch the online appointment scheduling portal.

If the proposal is approved, within one year, the agency would be required to create an online system through which eligible beneficiaries could complete and submit their Social Security survivor benefits applications digitally.

"When a family loses a parent, spouse, or breadwinner, the last thing they should have to deal with is a maze of administrative red tape just to access the benefits their loved one earned through a lifetime of hard work," Davids said in a statement. "This bipartisan bill would make it easier for families to get those benefits on their own, without having to navigate unnecessary hurdles during an already difficult time."

Why Social Security survivor benefits matter

For many households, Social Security survivor benefits can become an important source of income after the death of a family member. The financial impact of losing a spouse or parent can be immediate. Housing costs, utility bills, property taxes and other household expenses may continue even after one income disappears.

"A household may lose one person, but it doesn't suddenly lose half its expenses," Michael Ryan, a finance expert and the founder of MichaelRyanMoney.com, told Newsweek. "The mortgage or rent doesn't get cut in half. Neither do property taxes, utilities or most of the basic costs of running a household."

SSA's April 2026 data shows that 5.847 million people were receiving survivor benefits. The largest group was nondisabled widow(er)s, with about 3.51 million beneficiaries. Children of deceased workers accounted for about 2.056 million beneficiaries. The average monthly Social Security survivor benefit across all categories was $1,625.56 in April.

Who receives Social Security survivor benefits?

Social Security survivor benefits can go to several categories of eligible family members, depending on the deceased worker's record and the survivor's circumstances. SSA's April figures included children of deceased workers, widowed mothers and fathers, nondisabled widow(er)s, disabled widow(er)s and parents of deceased workers. The amount a person receives can vary substantially depending on the type of survivor benefit and individual circumstances.

For example, the April 2026 average was $1,179.73 for children of deceased workers and $1,927.87 for nondisabled widow(er)s. Supporters of the bill say moving more of the Social Security survivor benefits process online could reduce administrative hurdles.

"By creating online appointment scheduling and a secure online application, the legislation would not increase the underlying benefit but could make it considerably faster and easier for survivors to access money they are already entitled to receive," Alex Beene, a financial literacy instructor at the University of Tennessee at Martin, told Newsweek.

But the shift to digital applications could also create challenges for some beneficiaries.

"The bill is designed to help modernize the process of applying for survivor benefits. This will indeed help people who are well-versed in technology," Kevin Thompson, the CEO of 9i Capital Group and the host of the 9innings podcast, told Newsweek.

Thompson cautioned that some beneficiaries could be uncomfortable with a more technology-focused system. "Especially when it comes to retirees, most want less technology, not more, and often need some hand-holding throughout the process," Thompson said. "Maybe for the next few generations this will be a great addition, but for the current generation, I think it could be a miss."

The Survivor Benefits Application Modernization Act has only been introduced in the House of Representatives. It must go through the congressional committee process before it could advance to votes in the House and Senate.

If the bill eventually becomes law, the SSA would face specific deadlines for developing the online appointment system and digital Social Security survivor benefits application.
