Santa signed the cheque: Trump's $45,000 Christmas gifts to four White House aides draw ethics scrutiny

President Donald Trump gave substantial cash gifts to four White House aides last year. Three aides received $45,000 each, while a fourth received $20,000. These payments are equivalent to a significant portion of their annual salaries. Legal experts are examining these gifts under a federal statute concerning supplemental compensation. The White House maintains the gifts were permissible holiday gestures unconnected to official duties.

President Donald Trump gave three of his closest White House aides $45,000 each in cash as holiday gifts, and a fourth $20,000, according to annual financial disclosure forms published by the administration last week.

The three who received $45,000, roughly Rs 42 lakh at current exchange rates, are executive assistant Natalie Harp, communications adviser Margo Martin and deputy director of Oval Office operations Chamberlain Harris, the Associated Press reported. Walt Nauta, director of Oval Office operations, received $20,000.

Arithmetic is what has drawn attention. Harp, Martin and Harris are each paid $150,000 a year, according to the White House's salary disclosure report to Congress. The gift is equivalent to 30% of that. The three payments together total $135,000. Nauta is paid $175,000.

The filings name Trump as the source and describe each payment in the same words: a cash gift for the holidays. Harris listed the president's location as Washington DC. Harp and Martin listed Palm Beach, Florida. The disclosures were first reported by The Washington Post on Tuesday.

The White House position

A White House official, speaking on condition of anonymity because they were not authorised to comment publicly, told AP that Trump "has a longstanding practice of giving Christmas gifts to people in his orbit, including at times employees and aides, both in government and in his time in the private sector."

The official said the gifts had nothing to do with the recipients' official duties and were therefore "entirely permissible under relevant legal and ethical standards." The White House did not say whether other staffers received similar payments.

Why lawyers are looking at it

The question turns on a criminal statute, 18 U.S.C. § 209, which bars an executive branch employee from receiving any salary, or any contribution to or supplementation of salary, from a source other than the US government as compensation for their government service. Violations carry penalties including a fine or up to a year in prison for non-wilful breaches.

The statute has a narrow hinge. Courts and the Office of Government Ethics have read it to require a direct link between the payment and the employee's official work. A gift genuinely unconnected to the job does not trigger it. A payment that functions as a bonus for government service does.

Richard Painter, who served as chief White House ethics lawyer under President George W Bush, told The Washington Post the payments appeared to raise concerns under that provision. The Post noted that Painter is a known Trump critic.

Don Fox, a former acting director of the Office of Government Ethics, told the Post the available facts did not establish a violation, and that intent and circumstances would decide it. He still called the payments troublesome, saying he would feel uncomfortable or beholden to anyone who gave him a gift that large.

Dave Aronberg, a former Palm Beach state attorney, told Newsweek that the size alone raises a legitimate question, and that $45,000 is a different proposition from a Christmas sweater or a bottle of wine.

Who received the money

Harp, 35, is among the most visible figures in Trump's orbit. She joined his staff in 2022, travels with him constantly, and types his Truth Social posts as he dictates them. She is known for carrying a portable printer so she can hand him paper copies of coverage and social media posts, the president preferring to read on paper rather than a screen. Allies have nicknamed her "the human printer". Her closeness to Trump has come under heavy scrutiny in recent weeks.

Martin has worked for Trump since his first term, starting as a White House press assistant. She followed him to Palm Beach after his 2020 defeat and helped run his media operations before returning to the White House in 2025.

Harris, as The noted in its account, was appointed by Trump earlier this year to the US Commission of Fine Arts, which has oversight of his White House ballroom project.

Nauta, a former valet, was charged in 2023 alongside Trump and Mar-a-Lago property manager Carlos De Oliveira with conspiring to obstruct an FBI investigation into classified documents Trump took with him after his first term. The charges were dismissed in 2024.
