The Right to Public Service Act, passed by the Legislative Assembly in 2025, will be implemented in a phased manner across all universities in the State, Higher Education Minister Roji M. John announced on Wednesday.

The Minister added that a Public Service Commissioner would be soon appointed to oversee its execution.

He was speaking after inaugurating a seminar on the ‘Right to Public Service Act’ organised by the Kerala State Higher Education Council (KSHEC) in Thiruvananthapuram.

The Minister emphasised the need to modernise educational institutions to keep pace with the changing times, particularly in a context where students from Keralam are migrating abroad in large numbers.

He assured that delays in obtaining equivalency certificates, revaluations, supplementary examinations, mark lists and degree certificates from universities will be completely eliminated.

Mr. John also pledged to introduce a transparent system to ensure all certificates in universities are issued within a stipulated timeframe, similar to the proposed single-window approvals within 30 days announced by the State Cabinet for industrial investments worth ₹100 crore.

Various sessions of the seminar were led by KSHEC Vice-Chairperson Achuthsankar S. Nair, Higher Education Department Principal Secretary B. Ashok, KSHEC Member Secretary Abida Farooqui, Anu Unni from Kerala University, and research scholar and Senate member Adarsh H.S. Syndicate members, officials and representatives of student organisations from from various universities also attended the event.
