The Vigilance and Anti-Corruption Bureau (VACB) launched Statewide surprise inspections at the Kerala State Sports Council and the district sports council offices on Wednesday over suspected corruption and irregularities in athlete selection, procurement and utilisation of funds.

The inspection, code-named ‘Operation Kalikkalam’, was ordered by Vigilance director Manoj Abraham based on information received by the agency about alleged irregularities in the functioning of sports councils.

According to the official sources, the VACB also received tip-offs regarding suspected procedural violations in the selection of sportspersons and their inclusion in championship. The allegations also surround the purported manipulation of marks in the selection process, preparation of fake competition results and influencing judges and observers to ensure that ineligible benefits receive benefits.

The agency has also received information about the allegedly excessive collection of entry and registration fees in the name of competitions without properly maintaining accounts and receipts.

The procurement of sports equipment and other materials using government funds is another area that is being examined in the inspection. The line of inquiry is based on information concerning violations of prescribed procedures in procurement, manipulation of stock records, purchasing and storing materials without an actual requirement, and diversion or unauthorised sale of sports equipment.

The inspection, conducted as part of VACB’s Project Zero aimed at achieving a corruption-free Keralam through proactive vigilance measures, also covers the utilisation of resources at sports academies, hostels and training centres.

The agency stated that it has received information about alleged irregularities and misuse in the utilisation of food supplies, mess allowances and training funds. There have also been complaints regarding obtaining funds in the name of non-functioning training centres and diverting funds sanctioned for government schemes for other purposes.
