MUMBAI: Following the pushback from resident groups over installations and commercial LED hoardings along the city’s waterfronts, suburban district guardian minister and Bandra West MLA Ashish Shelar on Monday stayed the contract to set up hoardings on Carter Road, Bandra West. Authorities were considering the tender process under the Public-Private Partnership (PPP) model.

On Monday, the minister convened a meeting with officials from the Brihanmumbai Municipal Corporation (BMC), Maharashtra State Road Development Corporation (MSRDC) and the Maharashtra Maritime Board (MMB), where he asked the civic body to create a uniform policy for all major promenades in the city.

Carter Road belongs to its citizens, said Shelar, in a post on Facebook. “Acting on residents’ concerns, I convened a meeting with officials from the BMC, MSRDC and MMB, and directed the BMC to frame composite and holistic SOPs for Mumbai’s promenades, which include Marine Drive, Worli Sea Face, Bandra Reclamation, Carter Road and Bandstand, incorporating citizens’ suggestions and objections. Until then, the proposed PPP-model for hoardings at Carter Road has been stalled. Mumbai’s beauty and Mumbaikars’ interests come first,” he wrote on the social media platform.

The move is expected to bring greater clarity on the respective roles of the BMC and MMB in regulating promenades and prevent individual stretches from being governed by different or overlapping norms.

Residents have approached Shelar several times in the last two months to raise their concerns over the commercial exploitation of the Carter Road promenade, alleging that it could be in violation of the environmental norms. Shelar stated that commercial activities and beautification of such spaces must not come at the cost of the environment or cause inconvenience to citizens.

People aware of the matter said the new policy will lay down clear rules on permissions and prohibitions. Bandra West has three major promenades — Bandra Reclamation, Bandstand and Carter Road, which extends to Khar, where residents pointed to hoardings being set up.

Assistant municipal commissioner of H West ward Dinesh Pallewad said, “The minister has told us to stay the proposal (of setting up hoardings) till a new policy is formulated.” Ports minister Nitesh Rane said, “We are engaging in a re-think bearing in mind the sentiments of people.”

Admitting to the contract for the hoarding was stayed, Vidya Vaidya, chairperson of the Bandra Reclamation Area Volunteers Organisation, said, “When our association was maintaining the promenade, we used CSR funds. We are against big hoardings. I blame the authorities for not having a clear policy to maintain the promenades.”
