Mumbai, August 21, 2026: The officers of Mumbai Unit of Directorate of Revenue Intelligence (DRI) on Friday arrested a 25-year-old partner of a Bengaluru-based private company for allegedly importing goods while evading Anti-Dumping Duty (ADD) of approximately Rs 4.77 crore by declaring the Country of Origin as Malaysia, whereas the goods are suspected to be of Chinese origin.

DRI Investigation

According to DRI sources, based on specific intelligence, a partnership firm commenced imports of TCCA chemical from a Malaysia-based company after imposition of ADD on TCCA.

The firm had earlier been procuring TCCA from China through its associated concern. Investigation has revealed that the Malaysian company was not the manufacturer of TCCA and that the goods were actually manufactured in China and being routed through Malaysia.

Further, the Malaysian company was found to be engaged in trading of metal products and did not have the profile of a chemical manufacturer. It was also noticed that prior to imposition of ADD in March 2025, the said supplier had not supplied TCCA to any Indian importers.

The nature of business of the Malaysian supplier and its absence of prior TCCA supplies to Indian importers before imposition of ADD further raise serious doubts regarding the declared Malaysian origin of the subject goods, the agency officials said.

Chinese Origin Alleged

"The investigation has brought on record that the goods imported under the contracts with the Malaysian supplier were originally manufactured in China and were shipped from China to Malaysia, where fresh documentation including Certificate of Origin was arranged before onward shipment to India. It has further emerged that the arrested person was aware of the ADD applicable to Chinese-origin TCCA and that the Malaysian documentation enabled import of the goods without payment of the applicable ADD," said a DRI source.

The officials further stated that the investigation has established sufficient material to form a reasonable belief that the arrested person has knowingly participated in the import of Chinese-origin TCCA by mis-declaring Country of Origin as Malaysia and thereby evading the applicable ADD.

Importer Denies Allegation

Advocate Ravi Hirani, representing the arrested importer, has stated that the TCCA goods in question are of Indonesian origin and not Chinese origin.

"The defence categorically denies that the goods belong to China. It is maintained that the goods originated from Indonesia. My client will establish and prove the true origin of the goods before the appropriate authority," he said.
