Delhi Master Plan 2047: Key highlights of blueprint for housing, metro & Yamuna
Synopsis
Delhi's Master Plan 2047 targets 40 lakh new homes and a 695-km metro network by 2047. It includes redevelopment for unauthorized colonies and housing for slum dwellers. The plan aims to revive the Yamuna river by treating 22 drains and restoring floodplains. Green buffers and afforestation will address noise pollution and enhance the environment. This plan shifts urban planning towards development, investment, and improved liveability for residents.
PTIDelhi's Master Plan 2047
The Master Plan for Delhi 2047, unveiled on Thursday, sets out a wide-ranging blueprint for the capital, spanning housing, transport, redevelopment, the Yamuna and environmental protection as Delhi prepares for a projected population of 3.2 crore.
Union Housing and Urban Affairs Minister Manohar Lal said the plan targets 30-40 lakh new flats and expansion of the metro network to 695 km by 2047. It also provides for six new Regional Rapid Transit System corridors, expanded bus connectivity and affordable housing through the Transit Oriented Development Policy.
Here are the key highlights of the plan:
40 lakh homes, 695-km metro network
The master plan estimates that Delhi will need nearly 40 lakh additional dwelling units by 2047 as its population grows to 3.2 crore.

The public transport network will be expanded through metro rail, buses and six new Regional Rapid Transit System corridors. The plan also removes building height restrictions in most areas, except specified locations.
Data centres, co-working spaces and cloud kitchens have been included under the "new economies" category as the plan seeks to encourage investment, innovation and job creation.
Unauthorised colonies get redevelopment roadmap
MPD 2047 proposes area-based redevelopment of eligible unauthorised colonies, allowing adjoining settlements to be combined to improve roads, open spaces and public facilities.
Regeneration schemes can be proposed by developers, resident welfare associations or authorised groups representing colonies. The minimum area for such a scheme will be 2,000 square metres, while the maximum floor area ratio will be 350.
The schemes will also have to provide public facilities such as schools, healthcare centres, community halls, police posts and childcare centres.
'Jahan Jhuggi, Wahan Makan' for JJ clusters
The plan proposes three approaches for slum and Jhuggi Jhopri clusters — in-situ redevelopment, relocation or improvement of existing areas.
Under the "Jahan Jhuggi, Wahan Makan" principle, eligible residents are to be provided safe and affordable housing within their existing communities wherever feasible.
The provision will not cover clusters located on environmentally sensitive land, including the Yamuna floodplain, water bodies, drains, railway safety zones and road rights of way.
22 drains to be treated for Yamuna revival
The plan proposes to intercept and treat all 22 drains discharging into the Yamuna through sewage treatment, constructed wetlands and bio-remediation.
It also proposes ecological restoration along the 22-km stretch between Wazirabad and Okhla barrages, with 13 major restoration projects covering around 1,700 hectares of the Yamuna floodplains.
The active floodplain has been proposed as a "no construction zone", with only recreational activities permitted.

The plan also proposes a 200-km Ridge-Yamuna Park Connector cycling network, including a 52-km stretch along the Yamuna floodplain.
Green buffers to tackle noise pollution
To address noise pollution, the plan proposes green buffers using trees, mounds and embankments along major roads.
Changes to road and pavement design and surface materials are also proposed, along with an Action Plan for Noise Pollution.
The broader environmental strategy includes expanding green cover through afforestation, multi-tier vegetation buffers, city forests and conservation of the Aravalli Ridge.
Delhi's urban planning gets a new direction
The master plan seeks to move Delhi's urban planning framework from a largely regulatory approach to a development-oriented one, with a focus on investment, innovation, employment and improved liveability.
It also aims to balance rapid development with the preservation of around 180 sq km of the Yamuna floodplains and the Ridge area, as Delhi prepares for its projected growth through 2047.
