Dallas-Fort Worth International Airport has abandoned plans to install more foot-washing stations for Muslim travelers after Texas Gov. Greg Abbott launched a review of airport funding and questioned whether dedicated ablution facilities amount to religious discrimination. Abbott also asked federal authorities to examine facilities at Houston's George Bush Intercontinental Airport, according to The Independent.

The controversy centers on wudu, the Islamic ritual washing performed before prayer, and whether publicly owned airports can provide facilities specifically designed to make that practice easier for Muslim passengers.

Dallas airport cancels proposed Muslim foot-washing stations

Dallas-Fort Worth International Airport had been considering installing additional ablution stations on the pre-security side of Terminal D, the airport's international terminal. Airport officials said the proposal was being evaluated internally before they ultimately decided to abandon the project.

A Dallas airport representative said officials accelerated their assessment following significant public interest in the proposal. Leadership concluded that the project “would not deliver the originally anticipated operational benefits.”

The decision came after Abbott directed a state review into grants provided to Dallas and Houston airports. The governor argued that publicly owned facilities should not provide special treatment to one religious group.

What are ablution stations used for?

Ablution, or wudu, is a ritual cleansing practice in Islam that is commonly performed before Muslims pray. It involves washing specific parts of the body, including the hands, mouth, nose, face, arms and feet.

Because washing the feet can be difficult in conventional sinks, dedicated ablution facilities are designed to make the process easier while reducing water splashing and improving accessibility.

For international airports, such facilities can be particularly relevant because travelers may spend many hours away from home and may need to perform wudu before prayer.

Greg Abbott questions whether facilities amount to religious discrimination

Abbott's intervention came through a directive ordering a review of airport grants and requesting a federal investigation.

In a letter to Dallas airport CEO Christopher McLaughlin, Abbott argued that government-managed facilities should not favor one religious tradition.

“These ablution facilities appear designed to single out one subset of the population for special treatment based on religion,” Abbott wrote. “Just as the government cannot favor the secular over the sacred, it also cannot favor one religious view of the sacred over all others in our ‘pluralistic society.’”

The governor has asked U.S. Transportation Secretary Sean Duffy and the Federal Aviation Administration to review religious accommodations at both Dallas-Fort Worth and Houston's George Bush Intercontinental Airport. He also warned that organizations receiving state grants must comply with anti-discrimination laws.

DFW already has two ablution stations

The controversy does not mean Dallas-Fort Worth International Airport has never provided facilities for Muslim travelers.

DFW already has two ablution stations inside the post-security Interfaith Chapel in Terminal D. Those facilities were installed during renovations in 2019.

Before the cancellation of the proposed expansion, airport officials had defended the existing arrangements and explained that they were considering adding another location.

Katie Chaumont, assistant vice president of communications at DFW, said the airport had offered an ablution station for years without concerns.

“Like many international airports across Texas and the country, DFW has offered an ablution washing station on the post-security side of its international terminal for years without concerns,” Chaumont said in a statement to FOX 4.

“The airport is evaluating an internal proposal to expand that service to one additional set of restrooms on the pre-security side of the same terminal.”

The airport has now decided not to move forward with that additional facility.

Houston airport also faces scrutiny

Dallas is not the only Texas airport cited in Abbott's review. The governor also pointed to George Bush Intercontinental Airport in Houston, where a prayer space and ritual washing facility opened in February 2024.

According to Abbott's letter, the Houston facility included copies of the Quran, prayer rugs, prayer beads and a turbah.

The inclusion of Houston in the review has broadened the debate beyond DFW, raising questions about how airports should accommodate religious practices while maintaining rules governing public facilities.

It remains unclear whether DFW's decision to cancel the proposed foot-washing stations will bring an end to Abbott's review.

The governor has warned that entities receiving state funding could face consequences if they are found to have violated anti-discrimination requirements.
