AAP leader Satyendar Jain arrested by anti-corruption branch in Delhi Jal Board bribery case

AAP leader and former Delhi minister Satyendar Jain has been arrested by the Anti-Corruption Branch (ACB) of the Delhi government in connection with an alleged corruption case involving the Delhi Jal Board (DJB) during the previous government, an official told news agency PTI on Tuesday.

The ACB has arrested six accused persons in the case, including Jain, who served as the former Minister of Water in the Government of the National Capital Territory of Delhi.

What is the Delhi Jal Board corruption case?

The case stems from alleged irregularities in the award of four tenders for the augmentation and upgradation of 10 Sewage Treatment Plants (STPs) operated by the Delhi Jal Board. The projects covered STPs at Pappankalan and Nilothi under Package 1, Najafgarh and Keshopur under Package 2, Coronation Pillar, Narela and Rohini under Package 3, and Kondli under Package 4.

The Enforcement Directorate had said its money-laundering investigation was based on an FIR registered by the Delhi government's Anti-Corruption Branch against Euroteck Environmental Pvt Ltd (EEPL) and others. The agency alleged that the tender conditions were manipulated to restrict the technology requirement to “IFAS technology with fixed media”, enabling EEPL to emerge as the sole technology supplier.

According to ED, EEPL Managing Director Rajakumar Kurra and his associates allegedly paid Rs 6.73 crore in illegal commission and bribes through banking transactions and cash. The agency alleged that bogus invoices and advances were used to disguise some of the payments, while cash was routed through hawala channels.

ED had further alleged that the arrangement resulted in an undue profit of Rs 9.96 crore for EEPL. It said the total proceeds of crime linked to the alleged money-laundering offence amounted to Rs 17.70 crore.

In December 2025, the probe agency filed a prosecution complaint under the Prevention of Money Laundering Act against Jain, former DJB CEO Udit Prakash Rai, former DJB member Ajay, then Chief Engineer Satish Chandra Vashishth, and several private individuals and entities. The agency also said it had attached movable and immovable properties worth Rs 15.36 crore belonging to various persons in connection with the case.
